The thugs that the Commander recruited were quick and effective, but he knew that he needed to recruit well-trained soldiers with passion and purpose. He assembled a group with the skills needed to lead his troops toward their goal.
Destro continued to provide weapons for Cobra, and even began reinforcing his own armies to hold the weapons markets taken back for him by Cobra. The Commander finally grew impatient and began sending troops to occupy small towns, mostly in secret, but as an experiment decided to openly take the town of Springfield.
Every attempt to liberate the city was stopped, violently, by Cobra. Police, SWAT, National Guard, even Special Forces units were stopped, sometimes even recruited, by Cobra's forces. The only choice was to assemble a new team, with specialties needed from every branch of service, Code Name: G.I. Joe!
